All too often, secrecy and confidentiality carry the day in proceedings of state and local government.

The Corporation for Public Broadcasting announced a grant of $1.16 million to establish the Upper Midwest Newsroom, a regional journalism collaboration led by Minnesota Public Radio with partners Prairie Public Broadcasting (North Dakota), South Dakota Public Broadcasting (SDPB) and Wisconsin Public Radio (WPR).
