The U.S. Postal Service requires publishers of newspapers and other publications, including foreign publications, which are qualified for Periodicals Mail, to file the annual Statement of Ownership, Management and Circulation (PS Form 3526) no later than October 1.
Publication requirement
This form must be published in the newspaper as follows:
- For publications issued more frequently than weekly, by October 10;
- For weekly or less frequently, but more frequently than monthly, by October 31;
- For monthly or less frequently, in the first issue published after October 1;
