    Judge Comment: Excellent first story that gives really personal portrayals of interview subjects in addition to easy-to-understand explanations of government bureaucracy and processes. Really interesting second story that tackles questions of secrecy and lack of openness by local government. Great third story that puts a human face on an important issue.
